One of the thirteen Finnish state provincial Art Councils situated in the south-eastern part of the country: the Council consists of 8 members, who are professional artist and other specialists in some art fields of provincial cultural policies and they are appointed for a period of three years.
Works mostly for professional artists but has some duties and responsibilities for amateurs and all the inhabitants of the province, as awards grants to artists and other financial support to art societies and festivals, organizes their own education or information projects and can also promote international art contacts.
